EV Charging in Singapore Isn’t About Chargers Anymore

Most people still think EV charging is about installing a few chargers. It’s not.

Singapore’s EV transition is entering a new phase - one where the focus is shifting from installation to how entire systems are designed, regulated, and managed over time.

Supported by national direction from Land Transport Authority (LTA) Singapore, Singapore is moving toward a full transition to cleaner-energy vehicles by 2040. Beyond reducing carbon emissions, EVs are also contributing to quieter and more liveable environments - reinforcing the need for infrastructure that is not only available, but reliable and well-managed.

This is where the shift becomes more apparent.

With the implementation of the Electric Vehicles Charging Act, EV charging is now part of a regulated ecosystem.

Chargers must meet strict safety standards, be certified and registered, and be operated by licensed charge point operators. Alongside this, Singapore’s Technical Reference 25 (TR25) ensures that infrastructure aligns with industry best practices for safety and performance.

For property owners and developers, this changes the conversation.

EV charging is no longer a one-time installation. It is an operational system.

It requires:

  • Proper electrical planning

  • Ongoing maintenance

  • Consistent system performance

Decisions made today will directly impact how well a property supports EV demand in the years ahead.

In many cases, the real constraint is not space, but power.

As more vehicles rely on shared charging infrastructure, buildings must manage electrical load efficiently without overloading existing systems. Smart load management and proper system integration are no longer optional - they are essential for scalability.

Regulatory changes are also making adoption more accessible.

Condominium developments can now approve EV charger installations with a reduced 50% voting threshold, provided certain conditions are met. At the same time, new developments and buildings undergoing major upgrades are expected to provision sufficient electrical capacity for EV charging.

At a national level, deployment is already well underway.

Singapore is targeting 60,000 EV charging points by 2030, with more than 90% of HDB carparks already equipped as of end-2025.

For private developments, however, adoption has been more complex due to shared infrastructure challenges. While schemes like the EV Common Charger Grant (ECCG) have supported early deployment, these are time-bound and approaching their limits.

This reinforces a key point:

Timing matters.

As expectations rise, so does the importance of choosing the right partner.
